Solutions Framework and Road Map to Displacement in Afghanistan (2025–2027)
The Solutions Framework and Road Map to Displacement in Afghanistan (2025–2027), developed by the Durable Solutions Secretariat at Resident Coordinator’s Office (RCO) and endorsed by the Afghanistan Durable Solutions Steering Group and the United Nations Country Team (UNCT) under the leadership of the UN DSRSG/RC/HC, presents a coordinated, multi-year strategy to advance durable solutions for internally displaced persons (IDPs), returning Afghans, and Displacement Affected Communities (DACs) nationwide. Grounded in the Inter-Agency Standing Committee (IASC) Framework on Durable Solutions and aligned with the United Nations Strategic Framework for Afghanistan (UNSFA), it promotes area-based, protection-centred and gender-responsive approaches that bridge humanitarian, development and peace efforts. The Framework outlines practical pathways to restore access to essential services, livelihoods, housing, land and property rights, documentation, and social cohesion — enabling displaced and returning Afghans to reduce displacement-related vulnerabilities and rebuild their lives with dignity as well as facilitating absorption capacity in Displacement Affected Communities (DACs) in Areas of Return (AoR). By providing clear strategic objectives, coordination modalities, data and monitoring systems, and resource mobilization priorities, the Framework offers donors, partners, technical actors and the wider public a transparent roadmap for sustained, evidence-based investment in resilience, stability and long-term recovery in Afghanistan.
