Composite Vulnerability Index (CVI) – Technical Note & District Ranking (Round 01, September 2025): The Composite Vulnerability Index (CVI), developed under the Durable Solutions coordination architecture led by the Durable Solutions Secretariat at the Resident Coordinator’s Office (RCO) in Afghanistan, endorsed by the Afghanistan Durable Solutions Steering Group and the United Nations Country Team (UNCT), provides an evidence-based framework to prioritize assistance in areas facing compounded displacement pressures. By combining key indicators—including returnee density, drought severity, food insecurity, and internal displacement—the CVI generates a transparent district-level ranking to guide strategic planning, resource allocation, and collective action. Aligned with the Inter-Agency Standing Committee Durable Solutions principles, this technical note strengthens data-driven decision-making to ensure that support reaches the most vulnerable communities affected by return and displacement dynamics across Afghanistan.
